9 Newport News, VA Newport News, VA Full-time Full-time $64,000 a year $64,000 a year EnCircle's Bilingual Long Term Foster Care program is part of our Immigration and Refugee Services division.
This program is in partnership with Lutheran Immigration and Refugee Services (LIRS) and serves unaccompanied children in the custody of Office of Refugee Resettlement and are now living with foster families.
The primary responsibility of our Bilingual Lead Case Manager is coordinating case management and safe and timely release services and supervising the work of other case managers.
You will also be expected to provide casework and supportive services to a small caseload of approximately two children in foster care, which includes facilitating any family members identified or referred for potential sponsorship and assisting with sponsorship applications as needed.
This is a hybrid work schedule.
Our Lead Case Manager must be available three days on site with two days available to work from home.
In addition to your programmatic responsibilities, you will also be required to maintain communication with stakeholders in an effective and timely manner to ensure case continuity.
This position is expected to function effectively with moderate supervision while following the guidelines given on procedures, along with agency, state, and federal regulatory requirements.

MINIMUM EDUCATION, TRAINING, REQUIREMENTS AND PREREQUISITIES Master's degree in the behavioral sciences, human services or social services fields with at least 1 year experience of supervisory and case management experience with children and families OR Bachelor's degree and at least 3 years progressive employment experience that demonstrates supervisory and case management experience with children and families.
Supervisory experience in direct service delivery with the ability to effectively delegate tasks and responsibilities strongly preferred.
Prior experience working with refugee and/or immigrant populations strongly preferred.
Bi-lingual English and Spanish required.
Mature and stable judgement as well as sensitivity to various cultures and the unique history of refugees Must maintain a broad knowledge of basic principles, concepts, and methodology.

Trauma informed training for serving immigrant or vulnerable populations preferred.

Pass a criminal history screen and fingerprint check, including state and local child protection agency registries.
Participate in a system of 24-hour availability to clients, foster and adoptive parents, as required.
Unrestricted valid driver's license with good driving record.
Reliable personal transportation suitable for safely transporting persons served, proof of current automobile insurance.

SPECIFIC DUTIES AND RESPONSIBILITIES Responsible for coordinating case management and safe and timely release services, training new case managers, and supervising the work of other case managers.
Ensure that all assigned youth on your caseload and under your supervision receive mandatory services while in care to include but not limited to mental health, medical, recreational, educational, and other supportive services in accordance with the time and documentation expectations of the program.
Develop and complete assessments, service and treatment plans, progress notes, incident reports and any other necessary documentation in a timely manner.
Impart adequate and supportive supervision of Case Managers, ensuring that all child welfare and best practice standards are observed.
Provide comprehensive training to new Case Managers Maintain accurate and current information on foster children in care, while ensuring contractual and the program's internal documentation practices and reporting requirements are met.
Actively participate in weekly staff meetings with the clinical team and stakeholders.
Attend, facilitate, and assist with providing on-going education and support services to foster parents.
Attend weekly meetings with supervisor to consult on cases, to review case plan and direction and to evaluate client participation and progress.
Schedule meetings with assigned foster parents and foster children on at least a monthly basis and address any concerns in service delivery.
Translate both written and verbal communication for program clientele and staff.
Maintain effective communication with community agencies or individuals involved in service provision.
Attend internal and external training and apply newly gained knowledge in providing quality case management services.
Attend and prepare for required court hearings (if applicable).
Transport clients on an as needed basis.
Explore and establish collaborative relationships with community resources and refer Case Managers and families for support, as needed.
Knowledge of and adherence to federal, state, program and agency regulations.
Ability to work flexible hours and work independently within the field.
